DCMTK dcmqrscp dcmqrcnf.cc readPeerList null pointer dereference

A vulnerability was detected in DCMTK up to 3.6.7. The impacted element is the function DcmQueryRetrieveConfig::readPeerList of the file /dcmqrcnf.cc of the component dcmqrscp.
